During the Monday night, Nov. 26, Huntington City Council meeting a representative from the Cabell Wayne Animal Shelter asked for $30,000 from the city to complete an additional interior enclosure for the animals.
City Councilman Scott Caserta visited the shelter on Tuesday Nov. 27 and found "sad" conditions, including stench, filth and disarray.
