21 More Women File Suit Claiming Widespread Abuse in State Prisons, Jails

Huntington, WV (HNN) – A case by a woman who filed a civil rights suit against a former administrator and Correctional Officer(s) at the Anthony Correctional Center for multiple occasions of sexual abuse on then prisoner will be settled. The H-D reports that a six figure settlement has been negotiated.
The civil rights complaint pending in United States District Court alleges that between April and May 2005, she had been sexually assaulted by an associate warden. Once officials learned she planned to sue, they allegedly obstructed and threatened her if she filed the complaint.
Lt. David Masters plead guilty in the Circuit Court of Greenbrier County arising from his felonious sexual misconduct imposed on a female inmate at ACC during the same time frame. Former ACC correctional officer Billy Jack plead guilty to a misdemeanor charge for “having grabbed a female inmate’s buttocks for personal (sexual) gratification.”
The woman was transferred to Lakin where she was threatened with retaliation if she took any legal action.
The complaint filed alleges pervasive abuse by correctional personnel and administrators. For instance, an assistant warden would return at night and “sign Plaintiff out of her cell for “painting duty” from 1:00 or 2:00 a.m. until 6:00 or 7:00 a.m. Pretexual conduct such as this was common at the facility.”

According to the published report, now, 21 women have filed cases alleging sexual misconduct while in West Virginia prisons and jails.
