Rahall Announces Funding for West Virginia Energy Projects
Department of Energy Grants Will Support Statewide Energy Efficiency and Conservation Projects

Washington, DC (HNN) – U.S. Rep. Nick Rahall, D-WV announced Tuesday, Nov. 3, 2009 that the Department of Energy (DOE) has awarded more than $10-million in funding under the American Recovery and Reinvestment Act (ARRA) for energy efficiency projects and conservation activities.
 
“This funding will support investments in state-wide and local-level energy solutions to help strengthen West Virginia’s economy and create jobs at the local level,” said Rahall.
 
Under DOE’s Energy Efficiency and Conservation Block Grant (EECBG) program, West Virginia is slated to receive $9,593,500 to provide local governments and communities with the knowledge and resources they need to improve building energy efficiency. The West Virginia Department of Energy Local Government Grant Program (LGGP) will work with the eleven regional planning and development councils around the State to coordinate and distribute the grants for local energy retrofit projects.
 
“This funding will support state-level energy efficiency priorities, as well as fund conservation projects around the state,” said Rahall. “At least 60-percent of this award will be passed through to local cities and counties not eligible for direct EECBG awards from the Department of Energy.”
 
West Virginia will also receive DOE funding for grants to provide local technical support for industrial energy efficiency projects through university-based assessment centers.
 
West Virginia’s Department of Energy will receive $500,000 to develop and implement a regional system and partnership for delivering enhanced industrial energy efficiency assessments and communication services. The project will deploy multiple pathways to reduce energy intensity and assist industrial manufacturing to operate more efficiently. Activities will include enhanced assessments, enhanced post assessment follow-up to promote the adoption of energy management best practices, effective plant personnel training, and building knowledge of energy efficiency measures at all skill levels.
 
West Virginia University is one of 15 university-based industrial assessment centers selected for a share of the $1.87 million financial award by DOE’s Industrial Technologies Program under the Department’s “Save Energy Now” initiative to provide plant energy assessments and technical assistance to energy intensive industrial facilities to realize gains in efficiency and productivity, and save and create manufacturing and industrial sector jobs.
 
Since the program’s inception in 2006, more than 2,300 assessments have been completed nationwide, and over 1,500 industrial facilities have implemented the identified energy measures, which have saved $218 million, 35 trillion Btu and 2.3 million metric tons of carbon dioxide each year.
 
The projects announced today are selections for financial award. The final details for each project award are subject to final contract negotiations between DOE and the grantee.
