WV Rural Water Association, Putnam Public Service District, Lavalette PSD Assist in Gilbert Flood Relief

In the wake of the flooding that caused massive damage throughout southern West Virginia on May 9, 2009, the West Virginia Rural Water Association Emergency Response Team was called into action to assist the Town of Gilbert in Mingo County, which had suffered heavy damage to its potable water distribution system.
With Gilbert Water Superintendant James Deel having worked over three days at the city water treatment plant without relief, Putnam Public Service District General Manager Mike McNulty and Lavalette Public Service District General Manager and WVRWA Board of Directors member Darrell Wellman led a team of 12 (8 from PPSD, 4 from LPSD) water system professionals to assist Gilbert in the town’s recovery efforts.
On May 12 and 13, the members of the Emergency Response Team, equipped with PPSD’s excavator and LPSD’s backhoe, assisted Deel with the operation of the water plant. The team also installed a bypass line across a creek crossing that had been damaged by the high water and installed a temporary line across a bridge, thereby restoring the Gilbert’s drinking water and fire protection service to 100% capacity for its several hundred customers. They also laid fill material over an exposed line along US Route 52 and inspected the system for leaks. Two members of the team also stayed and helped to run the plant on May 14.
“When one member of the West Virginia Rural Water Association family is in trouble, it affects all of us. We are happy to do whatever we can to help,” said McNulty.
